Is it oppressive, unfair and/or improper to ‘Name your price to clear their name’?

Would you consider a consumer credit licence holder using such a website to be engaging in the following practises, and seek to revoke their licence on the basis of the use of such a website being considered deceitful, oppressive, unfair and/or improper?

The OFT can revoke a consumer credit license on the basis of the above, even if a license holder has not broken any laws.

www.poorpayer.co.uk is a debt posting website for Consumer Credit Licence Holders, compelling a debtor to address their debt issue, in order to remove a page, that has been optimised to appear by searching on the debtors name and last known address.
It gives a creditor the opportunity to ‘Name your price to clear their name’.

To circumvent a lack of response from the OFT, www.poorpayer.net has been set up, to enable limited companies, that are not consumer credit license holders, and not beholden to the OFT opinion on this matter, to subscribe to this service.
